Who is designing these parking lot inclines/ramps? !

Here we have a parking lot thats been laid out near our office. It goes from street level to about 20 inches above street level in about 2 feet.

Seriously, 20 inch increase in heigth. Who’s designing these parking lots with these crazy, damage your front lip, scrape the undercarriage ramps? !

Also, whats the point of the little cemented in soil area? They going to put some shrubs in there?
